New Zealand bakal perkenalkan ETA kepada pelancong bermula 2019

Electronic Travel Authority
Monday, 1 October 2018
In 2019 the Government will introduce an Electronic Travel Authority for some groups of travellers. It is a new security and facilitation measure that will help to speed things up at the border.
The Electronic Travel Authority aims to:
·         enhance security and reduce immigration risks
·         address smuggling and biosecurity risks
·         improve the traveller experience
·         support New Zealand’s international relationships and agreements
·         adapt to the changing needs and requirements of the government, stakeholders and travellers over time.
The number of visitors to New Zealand has grown strongly over the past few years, and growth is expected to continue. Most short term visitors arriving by air or sea do not need to apply for a visa, which supports our tourism industry by making it easy to travel.
However, when people don’t have to apply for visas, we only learn about them once they are enroute to New Zealand. We are unable to screen these travellers in advance for border and immigration risks and have a reduced ability to make entering New Zealand smoother and faster as technology evolves.
The Electronic Travel Authority aims to deal with these issues and is part of wider government efforts to make border crossing as seamless as possible.
How the Electronic Travel Authority will work
Before coming to New Zealand, travellers required to hold an Electronic Travel Authority will fill out a simple form and pay their fee online, creating an electronic account that will be easy to set up and update.
Some travellers will also have to pay the International Visitor Conservation and Tourism Levy at this point. Find out more about the levy here: www.mbie.govt.nz/border-changes
Electronic Travel Authority applicants will need to provide:
·         name and birthdate
·         passport details
·         contact details
·         some declarations, such as about criminal conviction history and travel intention.
·         optional biometric information (passport photo).
The Electronic Travel Authority will be valid for two years. Final costings are still under development, but we expect it will cost between $9 and $12.50 per person. The Government will announce the final fee in the first half of 2019.
It will likely come into effect for air passengers and crew in the second half of 2019. We expect that it will come into effect for cruise passengers and crew in 2020.
Who will have to hold an Electronic Travel Authority
·         Most travellers who aren’t required to get a visa before entering New Zealand will have to hold an Electronic Travel Authority. This includes citizens of visa waiver countries, cruise ship passengers, cruise ship crew and commercial airline crew.
·         Australian citizens will be exempt, but Australian permanent residents will need to hold an Electronic Travel Authority.
·         New Zealand citizens and holders of valid New Zealand visas (both resident visas and temporary visas) will continue to be able to enter New Zealand without an Electronic Travel Authority.

Pelancong bakal didenda NZD5000 jika gagal memberitahu password

OUTRAGED travellers have vowed to avoid New Zealand after it became the first country to fine passengers who refuse to hand over their phone passwords at the border.
New Zealand’s Customs and Excise Act 2018, which comes into effect this week, allows customs officials to demand passwords, PINs and encryption keys to unlock devices for “digital strip searches”.
Travellers who refuse to hand over the passwords will be charged up to $NZ5000 ($A4580) and could face having their device confiscated as well as prosecution.
Previously, customs officials could stop anyone at the border and demand to see their devices but until now, the law didn’t compel travellers to provide their password as well.
“We’re not aware of any other country that has legislated for the potential of a penalty to be applied if people do not divulge their passwords,” New Zealand customs spokesman Terry Brown said.
But customs officials won’t be able to access the Cloud, he said.
“It is a file-by-file (search) on your phone. We’re not going into ‘the Cloud’,” Mr Brown told NZTV.
“We’ll examine your phone while it’s on flight mode.”
Officials must have a “reasonable cause to suspect” a device or its owner to warrant the digital search and data may be copied and reviewed.
Last year, New Zealand border officials carried out 537 preliminary searches of devices.
“The shift from paper-based systems to electronic systems has meant that the majority of prohibited material and documents are now stored electronically,” a New Zealand Customs spokeswoman said.

But the rule change has been slammed by civil liberties advocates and travellers.
The New Zealand Council for Civil Liberties said it was a “grave invasion of personal privacy of both the person who owns the device and the people they have communicated with”.
“Modern smartphones contain a large amount of highly sensitive private information including emails, letters, medical records, personal photos, and very personal photos,” chairman Thomas Beagle said in a statement.
“The reality of this law is that it gives Customs the power to take and force the unlock of people’s smartphones without justification or appeal — and this is exactly what Customs has always wanted.”
Travellers have also taken to social media to express their outrage at the news.

Raja Muda Perlis seru umat Islam melawat Masjid Al-Aqsa

Keberangkatan tiba baginda disambut Pengerusi Jawatankuasa Tinggi Hal Ehwal Islam Al-Quds, Dr Ekremah Said Sabry.

KUALA LUMPUR: From year 2020, Malaysians who wish to travel to European Union countries may be required to undergo a new immigration process.
This new immigration process called the European Travel Information and Authorisation System (ETIAS) may become a mandatory requirement for citizens from visa-free countries.
According to etiaseurope.eu website, citizens from visa-free countries can stay in the Schengen Area (all EU states except Bulgaria, Croatia, Cyprus, Ireland, Romania and The United Kingdom) for a period up to 90 days.

“It is an immigration process used to address the potential threats of ineligible individuals before they can cross the borders of the EU states.
“ETIAS with the Entry–Exit System (EES) will speed up, facilitate, reinforce and modernise the border control procedures by offering better protection against document and identity fraud,” said the website.

Each citizen from the visa-free countries need to hold a valid ETIAS prior to boarding.
“Once issued, a valid authorisation will allow its holder to stay in the Schengen Area for a period of up to 90 days in any 180-day period and it is valid for 3 years from the date of issuance or until the expiry date of the passport, whichever comes first,” it said.
The application process is simple as it can be done online and it was recommended that applicants apply for an ETIAS at least 72 hours prior to departure.
“It only takes up to 10 minutes and only costs RM48.30 (10 Euros). Each individual travelling in a group needs to be authorised.

“However, applicants under the age of 18 do not have to pay the processing fee,” it said.
Among the documentation requirements for this process includes a valid passport issued by a visa-exempt country, a valid credit card to pay the application fee, applicants contact information including the address of permanent residence, phone number and email address.
It also stated that once the application has been submitted online, it would be screened across various systems to determine whether an authorisation could be granted or not.
“If your application is approved, you will receive an authorisation directly by email and in case of denial, you will receive an email explaining the reason for refusal.”
Among the countries which requires ETIAS online authorisation include Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland and Vatican City State.
